Shooting Star Photoshop Tutorial
In this tutorial I will show you how to make a cool
"starlight" object like the one below:
The first thing you need to do is make a new image
400x400, or any size you want (in this case I used
400x400) and make sure that your background color
is black. Now we are going to render a lens-flare.
To do this go to filter>render>lens flare, and
use the settings below:

Now that e have a lense-flare, we are going to use
the effect "radial blur" So go to filter>blur>radial
blur and use the settings below:

Now you should have a nice blurred light. The next
step is to duplicate your layer, and set the new layer
to "color-dodge"
Now you should have an image similar to the one below:

Now I used the smudge tool to make it look like its
moving, just a little smudges here and there:

Now we are going to render another lens flare, but
this time in the top left corner. Use any settings
you like, but make sure it produces enough light.

Now we are going to make some stars. To do this,
make a new layer, and use the paint brush tool to
make little white dots about your image.

Now we are going to blur the new layer, using radial
blur So go to filter>blur>radial blur and use
the setting below

Now you should have something like this:

And your just about dome. I added a little more touchups,
using the dodge and burn tools, and then smudge tool.
