Here we will go over the basics of creating motion within your photos. First you need a good image that has a character worth setting in motion. I used the motercycle image below.

Past your image into your canvas, and use the polygon lasso tool to select your image from your background.

Copy your image, and past it twice into two new layer.

Click on your middle layer, the first copy of your cutout, and choose Filter > Blur > Motion Blur. That's it! Here is how mine turned out.
