First of all open up Photoshop.

Depending on what you want to make, Goto File >> New and then choose what ever size you want.
For this tutorial I used the size 200X 200.

Set your foreground and background colours to what ever your want for this tutorial I used:

Foreground = #BA3C3C
Background = #4388A5

Once this is sorted goto Filter >> Render >> Clouds

Then goto Filter >> Stylize >> Extrude

Then use these settings:

Type - Block
Size - 20
Depth - 40
Random

Then goto Filter >> Brush Strokes >> Accented Edges

Then use these settings:

Edge Width - 1

Edge Brightness - 50

Smoothness - 1

It should look something like this below:

Then goto Filter >> Stylize >> Find Edges

Then goto Filter >> Stylize >> Solarize

You should have something that looks like this:

This effect can be used as a background and It gives that great futuristic look.
